Monetary and financial statistics

Monetary and financial statistics are one of the four main sets of macroeconomic statistics, apart from national accounts, government finance statistics, and balance of payments statistics, and cover monetary statistics, financial markets statistics and financial accounts statistics of the financial corporations’ sector.

 

Ukraine's monetary and financial statistics are compiled in accordance with the Monetary and Financial Statistics Manual and Compilation Guide (IMF, 2016).

 

The legal basis for compiling and disseminating monetary and financial statistics is: Law of Ukraine "On the National Bank of Ukraine", protocols on the accession to the IMF's Special Data Dissemination Standard, and the IMF's Articles of Agreement.

 

The methodology for compiling the monetary statistics meets the requirements of the System of National Accounts, Balance of Payments and International Investment Position Manual, Government Finance Statistics Manual and other official editions of the International Monetary Fund, as well as other international organizations guided by the following principles and concepts.

 

Monetary statistics

 

Monetary statistics consist of a comprehensive set of data on the financial corporations’ sector and its subsectors' claims on and liabilities to other sectors of the domestic economy and non-residents.

 

In Ukraine, monetary statistics cover 100 percent of banks established and operating in the territory of Ukraine (except for banks under liquidation), insurance corporations, pension funds, collective investment schemes (investment funds), credit unions, financial companies, legal entities engaged in financial leasing, pawnshops and financial auxiliaries.

 

The main report forms for the submission of monetary data are sectoral balance sheets and surveys of the financial corporations’ sector and its subsectors.

 

The Sectoral balance sheet comprises detailed stock and flow data on all categories of assets and liabilities of a separate subsector of the financial corporations’ sector. Currently compiled are: Sectoral balance sheet of the National Bank of Ukraine, Sectoral balance sheet of deposit-taking corporations (excluding the National Bank of Ukraine), Sectoral balance sheet of other financial corporations.

 

The Survey comprises data derived from the sectoral balance sheet of one or more of the financial corporations’ subsectors that are combined into more aggregated asset and liability categories that are particularly useful for analytical purposes. Currently compiled are: National Bank of Ukraine survey, Deposit-taking corporations survey (excluding National bank of Ukraine), Deposit-taking corporations survey (including National bank of Ukraine), Other financial corporations survey, and Financial corporations survey.

 

Financial markets

 

Financial markets statistics covers statistics of interest rates of the National Bank of Ukraine, deposit-taking corporations (banks), and securities markets statistics.

 

Interest rates

 

In accordance with international standards, interest rates set by deposit-taking corporations are as follows:

 

1.   Interest rates on new business, conducted during the accounting period, specifically:

interest rates on new deposits attracted by non-financial corporations and households;

interest rates on new loans granted to non-financial corporations and households.

 

Interest rates on new deposits and new loans are calculated on an annualized basis for each type of borrower or depositor, maturity and currency as a weighted average of interest rates on amounts of primary deposit agreements/loan agreements concluded during the reporting period as well as amounts of additional agreements under which a change occurred either in the amount or the interest rate, or the amount and the interest rate.

 

2.   Interest rates on outstanding amounts at the end the reporting period, including:

interest rates on outstanding deposits from nonfinancial corporations and households;

interest rates on outstanding loans to nonfinancial corporations and households.

 

Outstanding amounts refer to the stock of all deposits placed by households and nonfinancial corporations at deposit-taking corporations and the stock of all loans granted by deposit-taking corporations to households and nonfinancial corporations.

 

Interest rates on outstanding amounts are calculated as weighted averages of the interest rates applied to the stock of deposits or loans at a certain point in time. Interest rates on outstanding deposits cover all deposits placed and not yet withdrawn by customers in all the periods up to and including the reporting date. Interest rates on outstanding loans cover all loans used and not yet repaid by customers in all the periods up to and including the reporting date.

 

Securities

 

Securities issues statistics cover the following types of securities: corporate bonds, Ukrainian government bonds (domestic sovereign bonds and external sovereign bonds), municipal bonds, treasury bills of Ukraine, certificates of deposit, promissory notes, and mortgage bonds, etc.

 

The index of the First Stock Trading System’s Stock Exchange (the PFTS Index) is a key performance indicator of the Ukrainian securities market, which has been calculated based on prices of most liquid PFTS shares since October 1, 1997.

 

Financial Accounts

 

The financial account of the financial corporations’ sector and its subsectors records transactions that involve financial assets and liabilities that take place between resident institutional units and between resident institutional units and the rest of the world.

 

Data on financial transactions of deposit-taking corporations (banks and the National Bank of Ukraine), insurance corporations, pension funds, other financial intermediaries and financial auxiliaries are used by the State Statistics Service of Ukraine to be included in indicators of the System of National Accounts.
