On 15 May 2013, Mr. Oleksandr Dubykhvist, Director of Department of Foreign Exchange Reserve Regulation and Transactions in the Open Market, was appointed as a member of the National Bank Board by virtue of NBU Ordinance. “I pledge to do my utmost best to justify the confidence placed in me,” said Mr. Oleksandr Dubykhvist.
Mr. Oleksandr Dubykhvist was born in the city of Dnipropetrovsk on 12 February 1973. He has two university degrees. In 2001, Mr. Oleksandr Dubykhvist graduated from V.N. Karazin Kharkiv National University, where he majored in Finance and Credit.
Mr. Oleksandr Dubykhvist has been employed in the banking industry since 1998. He has served as Chairman of the Board of INVEST-CREDIT BANK CJSC, Deputy Chairman, and First Deputy Chairman of the Board of BTA Bank OJSC, Chairman of the Board of Terra Bank PJSC. In 2010, Mr. Oleksandr Dubykhvist joined JSC Ukreximbank as Head of Department.
In January 2011, Mr. Oleksandr Dubykhvist was appointed Director of the NBU Department of Foreign Exchange Reserve Regulation and Transactions in the Open Market.

In accordance with the Law of Ukraine "On the National Bank of Ukraine" the Board of the National Bank of Ukraine shall comprise eleven persons: The Governor of the National Bank, his/her deputies and chiefs of the organizational subdivisions of the National Bank ensuring exercise of the principal duty by the National Bank.
The list of the organizational subdivisions of the National Bank ensuring exercise of the principal duty thereby whose chiefs are the members of the National Bank Board ex officio shall be determined by the National Bank Governor.
In accordance with the Main Principles of the Monetary Policy, the Board of the National Bank shall ensure implementation of the monetary policy by means of appropriate monetary instruments and other means of banking regulation, organize exercise of the other functions in accordance with Articles 6 and 7 of the Law of Ukraine "On the National Bank of Ukraine" manage the activities of the National Bank.
The Governor of the National Bank shall be at the head of the Board of the National Bank.
