NBU will hold a retender for facility management services

Tender for the NBU facility management services will be announced in the second half of October 2015.

The NBU is a rather big governmental agency, offices of which are located in more than 20 Ukrainian cities, with the total space exceeding 150 thousand sq. m.

To ensure operation of such organization, the wide range of functionalities within the scope of facility management is performed. It is a complex of preventative facility maintenance of the engineering system in buildings and premises, among which there are architectural monuments; NBU facilities maintenance (elevators, air conditioning system, central heating and fire security); different services (disinfection, disinsection, deratization, emergency containment, electrical works, sanitary engineering work, garbage and snow disposal, utilization services, everyday premises cleaning, external cleaning, window and foreside cleaning, improvement of the territory, handling of plants and greening, current repair works).

"Transformation of the NBU provides abandoning and optimization of outlying functions. The list also comprises facility management services, - Vladyslav Rashkovan, Deputy Governor of the NBU, said. - Facility management outsourcing will contribute to costs reduction by nearly 15%-20%, staff cuts, improvement of services quality and will enable the NBU to focus exclusively on the business functions. Ultimate transparency of the NBU expenditures is one of the keystones of our new procurement concept. Tender for facility management services is not an exception in this case".

Mentioned project was launched in March 2015. We started with a comprehensive internal analysis and studying experience of leading banks regarding outsourcing of similar services in the banking industry. The NBU informed public on advertised bidding in July 2015, as required by the Ukrainian laws.

To implement the transformation project, on 3 July 2015 the NBU adopted Resolution No. 428 On Optimizing Facility Management of the National Bank of Ukraine. The NBU also organized technical reference visits to its premises for representatives of companies offering complex facility management services.

Procedure for procurement of services (tender) started on 29 July 2015. Four lots were put out to tender - complex facility management of the NBU in central, western, southern and eastern macro-regions. In September 2015, tender opening procedure took place but successful bidders were not determined as documents submitted by the participants, unfortunately, did not meet the formal and qualifying requirements of the Ukrainian laws (in certain cases). The participants were officially informed.

"As before, we are interested in launching the project this year. That’s why on 6 October we held a meeting with bidding participants where we informed on shortcomings in documents execution. Furthermore, all participants obtained protocols with comments regarding the submitted documents. Now they have time to prepare new tender proposals. Bidding will be carried out in accordance with a new version of the Law of Ukraine On State Procurement, and it will start in the second fortnight of October 2015. The NBU hopes that application of provisions of the new version of the Law will enable to focus rather on participants’ proposals than on formal shortcomings in executing the respective documents", Vladyslav Rashkovan said.
