On 4 July 2013, the Verkhovna Rada of Ukraine adopted the Law of Ukraine “On Amendments to Some Legislative Acts of Ukraine with regard to the Return of State Control and the Production of Documents and Letterheads with Special Security Features by State-run Enterprises” (hereinafter referred to as the Law).

The Law establishes the legal framework for printing letterheads and documents with special security features by public enterprises run by the National Bank of Ukraine. 

"Given that the enterprises run by the National Bank of Ukraine are equipped with all the necessary facilities and advanced technology and have experience in manufacturing printing products with security features to ensure their protection against counterfeiting, we signal our readiness to fulfil public contracts for manufacturing documents and letterheads with security features," said Governor of the National Bank of Ukraine Ihor Sorkin.

In addition, Mr. Ihor Sorkin has noted that the adoption of Law will allow documents to be manufactured by enterprises with a complete production cycle.

"The Law is designed to ensure state control over manufacturing, price-setting mechanisms and circulation of documents subject to rigorous reporting that will result in the reduction of production costs and an increase in the state budget revenues," emphasized Mr. Ihor Sorkin.
