In 2017, NBU continues performing payment systems oversight, particularly, assessing activity of important payment systems.
"NBU performs payment and settlements systems oversight to increase protections of the interests of payment system users and their reliability, - stressed Mr Serhii Shatskyi, Director of Payment Systems and Innovation Development of the National Bank of Ukraine. - In this context, we assess activity of payment systems, first of all those that are socially important in Ukraine. The criteria used to place a payment system into a certain category of importance are based on volumes of transactions processed through the payment system and types of services it provides."
According to him, comprehensive assessment is performed to identify compliance of payment system with Ukrainian legislation and international oversight standards (Principles for Financial Market Infrastructures, CPSS-IOSCO).
In line with plan of payment systems assessment for 2017, NBU is to perform comprehensive assessment of domestic payment system Shvydka Kopiyka (payment institution Oschadbank JSC), which upon the results of monitoring of payment systems operation in 2016 is recognized an important payment system.
Transfers within Ukraine totaled UAH 3.6 billion Via system Shvydka Kopiyka from 1 January to 30 September 2016.
In 2016 (from 1 January to 30 September), Shvydka Kopiyka took 5th place by total amount of transfers among payment systems established by residents.
As a side note, in 2016, the National Bank of Ukraine performed comprehensive assessment.
- domestic non-banking payment system Poshtovyi Perekazˮ, payment institution of which is USEP "Ukrposhta". In 2015 (from 1 January to 30 September), Poshtovyi Perekaz was leading by total amount of transfers among payment systems established by residents. In 2016 (from 1 January to 30 September), transfers within Ukraine via this system totaled UAH 21.6 billion, in 2015 - UAH 20.9 billion.
- domestic non-banking payment system InterPayServiceˮ, payment institution of which is Zaporizhzviazokservis PJSC. In 2015 and 2016 (from 1 January to 30 September), InterPayservice took 5th and 2nd places respectively among payment systems established by residents. In 2016 (from 1 January to 30 September), transfers within Ukraine totaled UAH 18.5 billion, in 2015 - UAH 6 billion.

Comprehensive assessment is performed according to the Regulation On Payment and Settlement Systems Oversight in Ukraine approved by NBU Board Resolution No. 755 using the Methodology of comprehensive assessment of systemically important payment systems, approved by NBU Board Resolution No. 635 of 24 September 2015.
18 principles out of 24 establised by international oversight standards are applied to payment systems.
To improve operation of payment systems and to bring it in line with international standards, NBU develops recommendations, which along with the report shall be sent to payment institution to be taken into account while its activity.
