The National Bank of Ukraine has made a decision to grant Ukrposhta PJSC a license to transfer funds in national currency without opening accounts. The decision was made on the basis of NBU Board Resolution No. 138 On the provision of funds transfer financial service by national postal operators of 21 December 2017.
Given the issued license, the NBU also registered the agreements on Ukrposhta PJSC participation in the international payment systems VISA and MasterCard, and initiated the procedure on Ukrposhta PJSC joining the National Payment System Ukrainian Payment Area PROSTIR.
Now Ukrposhta PJSC can use payment cards when providing customer service. This will contribute to financial inclusion, in particular, create more ways to access financial services for the population in rural areas and remote regions of Ukraine, increase cashless payments in Ukraine and improve payment services market.
Ukrposhta PJSC has over 11 thousand post offices. “The decision will allow Ukrposhta PJSC to expand the payment infrastructure for cashless payments. This step is very important for building cashless economy in Ukraine and increasing the volume of cashless payments, especially in small towns and villages, where cash settlements now prevail,” said Oleksandr Yablunivsky, Director of NBU Payment Systems and Innovative Development Department.
For reference: today, 61 non-bank financial institutions and national postal operator Ukrposhta PJSC have licenses to transfer funds in national currency without opening accounts.
