Resolution of the National Security and Defense Council of Ukraine of 16 September 2016 On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions) has been enacted by Decree of the President of Ukraine No. 467/2016 of 17 October 2016ю
In accordance with this resolution, sanctions shall be applied for one year against international payment systems created by residents of the Russian Federation:
it shall be prohibited to approve the terms and the rules governing the operation in Ukraine for the following international payment systems:
- ANELIK run by CB Anelik Ru LLC (the Russian Federation),
- BLIZKO run by Sviaz-Bank PJSC JSCB (the Russian Federation),
- Colibri (earlier known as Blitz) run by Sberbank of Russia PJSC (the Russian Federation),
- UNISTREAM run by UNISTREAM JSC CB (the Russian Federation).
- The following payment systems shall be prohibited to operate in Ukraine:
- Payment Center CNCI (the Russian Federation) acting as a payment institution of the Golden Crown international payment system,
- LEADER NCI JSC (the Russian Federation) acting as a payment institution of the International Money Transfers Leader international payment system.
Resolution of the National Security and Defense Council of Ukraine has also cancelled the registration of agreements on the participation of Ukrainian residents in the international payment systems, including ANELIK, BLIZKO, Colibri (earlier known as Blitz), UNISTREAM, Golden Crown, and International Money Transfers Leader.
In view of the sanctions applied against international payment systems, the NBU has obliged banks and non-banking financial institutions to terminate rendering services provided by international payment systems created by residents of the Russian Federation, complete the settlement of transactions and return registration certificates for agreements/changes to agreements on the participation in these international payment systems.
