Seminar on “Organization of emission-cash work at the NBU and cash work in the establishments of banks of Ukraine” conducted by the General Department of Money Circulation Regulation

The General Department of Money Circulation Regulation has conducted a one-week seminar on “Organization of emission-cash work at the National Bank of Ukraine and cash work in the establishments of banks of Ukraine”.

The seminar intended for heads of divisions for cash circulation and cash transactions of the regional branches of the National Bank of Ukraine and lectures of the NBU educational establishments was hosted by the Sevastopol Institute of Banking of the Ukrainian Academy of Banking of the National Bank of Ukraine on 11-15 June 2012.

The seminar was attended by Ms. Vira Rychakivska, Deputy Governor of the National Bank of Ukraine and Mr. Jens Fuhrmann, Senior Cash Management Advisor at the Deutsche Bundesbank.

At the beginning of the seminar, Mr. Roman Kyseliov, Director of the Cash Circulation Department, outlined ways to improve cash circulation in Ukraine and the main tasks of the regional branches of the National Bank of Ukraine in the area of cash circulation.

The experts from the Cash Circulation Department delivered presentations and keynote statements. Ms. Svitlana Soroka, Deputy Head of the Division for Emission Transactions and Cash Provision analyzed justification for submission of applications by the regional branches for replenishment of cash stock and their acceptance in 2011-2012. In addition, Ms. Svitlana Soroka outlined the measures intended to improve an automated recording of banknotes and coins.

  

In her speech, Ms. Olga Aliamkina, Head of the Division for Operational Analysis and Cash Circulation Forecasting highlighted trends in the social and economic development of Ukraine and its regions and their impact on cash circulation.

Ms. Tamara Loshmanova, Head of the Office for Products and Marketing covered issues related to production and sales of commemorative and investment coins of Ukraine and the legal framework governing these transactions. The seminar participants discussed the revised version of Instruction on Organization of Production, Putting into Circulation and Sales of the Commemorative Coins of Ukraine and Souvenir Products.

The meeting participants showed keen interest in a keynote speech on withdrawal of doubtful banknotes to verify their authenticity delivered by Mr. Vitalii Kovtoniuk, Chief Expert of the Division for Expertise and Protection of Money of the Cash Circulation Department.

Mr. Leonid Kosinov, Head of the Division for Automated Cash Transaction Processing focused his speech on the operation of automated cash processing systems, investment measures to enhance technical facilities of the regional branches of the National Bank of Ukraine, methodological framework for conducting inspections of banks in order to check for their compliance with the NBU requirements with regard to the deployment of automated cash processing facilities.

In her speech, Ms. Kateryna Soshenko, Head of the Division for Methodology for Arranging Cash Work of the Cash Circulation Department addressed the most challenging issues faced by the employees when handling cash at the NBU regional branches.

Another important issue concerning technical conditions and organization of security of bank premises was raised by Mr. Yurii Hunchenko, Head of the Division for Cash Desk Facilities.

Mr. Anatolii Babych, Head of the Sector for Organization of Transportation of Valuables and Money Collection, conducted a discussion with meeting participants and addressed issues arising from application of regulations governing money collection and transportation of valuables.

In his speech, Mr. Volodymyr Labunko, Deputy Head of the Office for Cash Transactions and Implementation of New Technologies focused on the implementation of new technologies in carrying out cash transactions in some countries around the world and euro area countries.

Mr. Jens Fuhrmann, Senior Cash Management Advisor at the Deutsche Bundesbank, who participated in the seminar, presented international experience to the meeting participants, drawing their attention to the role of the Deutsche Bundesbank in the cash circulation cycle, cash electronic data interchange and cash processing system.

At the end of the seminar, Ms. Vira Rychakivska, Deputy Governor of the National Bank of Ukraine, who actively participated in the seminar, outlined the tasks faced by the regional branches of the National Bank of Ukraine and the General Department of Money Circulation Regulation, which should make efforts to improve cash circulation, ensure banks’ compliance with the NBU regulations in the area of cash circulation regulation, introduce new technologies in the cash circulation management and ensure implementation of the EU legal requirements.
