On April 3, 2015, Serhii Shatskyi was appointed Director of the Retail Payments Department of the National Bank of Ukraine.
Commenting on his appointment, Deputy Governor of the National Bank of Ukraine Yakiv Smolii emphasized the innovative potential of a new member of the NBU team would be channeled into the task of upgrading and expanding the use of the National System for Mass Electronic Payments (hereinafter – the NSMEP) in our country.
He pointed out that one of the priorities for the National Bank of Ukraine is to promote a vigorous development of the overhauled NSMEP and expand the use of cashless retail payments effected through the government- and privately-run payment systems. On this front, the regulator faces the tasks of ensuring that NSMEP technology is compatible with the mainstream international technologies underlying payment systems, launching new payment instruments, reducing banks' transaction costs thanks to the existing infrastructure, creating the conditions necessary for the implementation of corporate projects, ensuring efficient risk management and putting in place the automated transaction monitoring systems to proactively prevent fraud.
Accoprding to him, a new Director of the Retail Payments Department will focus his efforts on fulfilling the aforementioned tasks. Under his leadership, the Department will be involved in efforts to upgrade the legal framework in this area and overhaul contracts with banks.
Serhii Shatskyi was born on February 24, 1978. In 2000, he graduated with honors from Kherson Economic and Legal Institute, where he majored in Economics and Entrepreneurship and qualified as an economist (finances). He is fluent in English.
Serhii Shatskyi has spent almost his entire career employed with Aval JSPPB (Raiffeisen Bank Aval JSC). From 2002 to 2015, he worked his way through, from economist to head of Credit Card Department of this bank. His job responsibilities included monitoring acquiring and issuing transactions, dealing with international payment systems, and providing technology solutions and operational support services to the payment cards business.
While holding various positions at Raiffeisen Bank Aval JSC, Serhii Shatskyi focused his efforts on implementing innovative projects and developing services for the users of payment cards. Over the past two and a half years, Serhii Shatskyi has served as Chairman of the EBA Electronic Payments Committee While in this position, he has been involved in outreach efforts to promote cashless payments in Ukraine and has drafted proposals for amendments to regulations to facilitate the development of payment instruments.
