As part of the NBU transformation project, the National Bank of Ukraine is currently going through a reorganization of its organizational structure and moving ahead in adopting best international standards with regard to the fulfillment by the regulator of its main (core) functions. One of the core functions is a research function that proves instrumental in terms of providing analytical support to the decision-making process drawing on recent achievements in economic theory, as well as generating and disseminating knowledge. The NBU Herald is intended to be one of the ways to publish the research findings. Its new concept was approved by NBU Board Resolution No 435, dated July 3, 2015.
The key elements of a new concept of the journal are as follows:
- the journal will focus on publishing exclusively research articles that will be subject to peer-reviewed scrutiny by well-respected international experts in respective fields;
- the journal will be available in electronic format on the NBU’s official website;
- the journal will be published on a quarterly basis;
- the journal will be available in two languages: Ukrainian and English;
- the journal will apply best western quality standards to research articles to be published therein, while ensuring integration to the international network of knowledge distribution and reference bases, etc.
Control over compliance of the contributions to be published in the journal with the quality requirements rests with the revamped editorial board of the NBU Herald comprising the chiefs of the organizational subdivisions of the National Bank ensuring exercise of the principal duty by the National Bank as well as well-respected external independent researchers in the academic and financial communities. The editorial board of the NBU Herald is chaired by Deputy Governor of the National Bank of Ukraine Dmytro Sologub responsible for the monetary stability area of focus.
The new concept of the journal is presented in detail in the presentation materials.
As Director of the Monetary Policy and Economic Analysis Department Serhii Nikolaichuk said, a shift in the concept of the NBU Herald ultimately aims not only at adding value to the quality of economic research done by the NBU experts, but also at stimulating the research process in Ukraine. He called on the Ukrainian economists to contribute to the journal by submitting articles on the monetary policy, financial stability, macroeconomic modeling and forecasting, as well as other topics falling within the competence of the National Bank of Ukraine.
