On 9 July 2013, Mr. Serhii V. Zaichuk was appointed Permanent Representative of the National Bank of Ukraine to the Verkhovna Rada of Ukraine.
Mr. Serhii V. Zaichuk was born in the city of Kyiv on 3 September 1975. In 1998, he graduated from the National Technical University of Ukraine “Kyiv Polytechnic Institute” and acquired the qualification of manager-economist. In 2001, Mr. Serhii V. Zaichuk completed an MBA degree at the Kyiv National Economic University where he majored in Banking.
Mr. Serhii V. Zaichuk was employed in the banking industry from 1998 till 2003. He held senior management positions in the commercial sector from 2003 till 2009. In April 2009, Mr. Serhii V. Zaichuk was appointed First Deputy Director General at the State Innovation Financial and Credit Institution.
It is worthy of note that the Permanent Representative of the National Bank of Ukraine to the Verkhovna Rada of Ukraine is a person who is empowered to liaise between the National Bank of Ukraine and the Verkhovna Rada of Ukraine and settle outstanding issues between them.

In accordance with NBU Board Resolution No. 442 of 2005 November 2005, the main responsibilities of National Bank of Ukraine's Permanent Representative to the Verkhovna Rada of Ukraine shall include:
liasing between the National Bank of Ukraine and the Verkhovna Rada of Ukraine, its committees and other bodies, officials, deputy factions (groups) of the Verkhovna Rada of Ukraine, as well as coordinating related activities;
outlining the official stance of the National Bank of Ukraine when draft laws and certain issues related to the activities of the National Bank of Ukraine or the performance of the banking system are debated at the plenary sessions of the Verkhovna Rada of Ukraine and meetings of its committees, as well as in relations with deputy factions (groups) of the Verkhovna Rada of Ukraine;
supporting draft laws and other documents initiated by the National Bank of Ukraine when they are under consideration at the plenary sessions of the Verkhovna Rada of Ukraine and meetings of its committees and other bodies;
participation in the drafting of the agenda of sessions of the Verkhovna Rada of Ukraine with regard to consideration of draft laws and other documents submitted by the National Bank of Ukraine;
keeping the Governor, Board of the National Bank of Ukraine and structural subdivisions of the central office (headquarters) of the National Bank of Ukraine informed on the progress of draft laws and other issues through the Verkhovna Rada of Ukraine;
fulfilling the instructions given by the Governor of the National Bank of Ukraine with regard to cooperation with the Verkhovna Rada of Ukraine.
