National Bank of Ukraine moves ahead with reforming its regional network

The National Bank moves ahead with efforts to consolidate the balance sheets of the NBU regional offices into a single balance sheet of the head office operating in Kyiv.  In particular, this process has been completed in Vinnytsia, Zhytomyr, Ivano-Frankivsk, Kirovograd and Cherkasy oblasts).

“We move ahead with efforts to transform the National Bank from a central bank with a geographically-based organisational structure into one with a matrix organizational structure. To this end, we are reshaping the network of regional offices, removing   non-core functions, centralizing the accounting functions and the procurement process in a stepwise fashion. In this way, we are gradually moving toward our goal, which is to establish a modern flexible European central bank,” said Deputy Governor of the National Bank of Ukraine Vladyslav Rashkovan.

Alongside with efforts to consolidate the balance sheet of the National Bank of Ukraine as part of the project to establish a single MFO code, efforts are under way to achieve an objective of reshaping the NBU regional offices. On September 13, the Board of the National Bank of Ukraine issued Resolution No.690-694, whereby the functions performed by five NBU regional offices would get centralized and the aforementioned offices  would be removed the organizational structure of the regulator.

At the same time, the National Bank will remain involved in efforts to ensure that the needs of all the regions in banknotes and coins of all denominations are fully met and the divisions responsible for handling enquiries and requests filed by individuals and legal entities ("Single window” divisions) will continue to operate and deliver services.  Practically all the other functions have been transferred to the relevant structural subdivisions of the NBU head office.

Earlier the functions that once were performed by the NBU regional office in Chernihiv.

 Oblast  got centralized, and the aforementioned regional office was removed from the NBU organizational structure.
