As a result of open competition among candidates to the position of Deputy Governor of the National Bank of Ukraine (financial and administrative departments), the NBU Board announced Mr Roman Borysenko, Director of the Personnel Department, the winner. From 25 August 2016, Mr Roman Borysenko was assigned the Acting Deputy Governor of the National Bank of Ukraine, and he is responsible for financial and administrative departments. Decision on the appointment to the position to be approved by the NBU Council, formation of which is expected in the nearest future.
Within the framework of the NBU transformation, the following changes in the regulator’s organizational structure took place:
- Office for Banking System Strategy and Reform and Process Management Office are reorganized into Strategy and Reforming Department and subordinated to the NBU Governor. Mr Mykhaylo Vidiakin heads this department.
- Office for European Integration and International Programs (head - Mr Volodymyr Kuchyn) became a part of monetary stability department headed by current NBU deputy Governor Mr Dmytro Solohub.
- Personnel Department has become a part of financial and administrative departments (head will be appointed after open competition among candidates).

During this period, Mr Roman Borysenko managed to build up a solid ground for development of NBU professional capacity based on the NBU Vision, Mission and Values. Headed by Mr Borysenko, Personnel Department reached considerable results, to which refer introduction of new organizational structure, remuneration systems, training and development, coordination of work with the staff, centralization and automation of HR processes. His highly effective managerial skills and strategic vision of the NBU reform allow to proceed with the transformation of the Ukrainian central bank, in which the issue of financial management and administering is a key one as well as ensuring irreversibility of quality changes," stressed the NBU Governor Ms Valeria Gontareva.

Mr Roman Borysenko was born on 20 June 1978 in Shostka, Sumy oblast. He graduated from the Ukrainian Academy of Banking of the National Bank of Ukraine and obtained a degree in Economics. Fluent in the English language.
All work activities of Roman Borysenko are linked to the banking system. From 2001 to 2014 he worked at the PJSC Raiffeisen Bank Aval, starting his career as an economist and finally became Deputy Director of the Department - Head of Office at HR Department.
From August of 2014 until now Mr Roman Borysenko was the Director of the Personnel Department of the National Bank of Ukraine. From December 2014, Mr Roman Borysenko is the member of the NBU Board.
