31 May – 1 June, 2018: Annual international research conference "Interaction of Fiscal and Monetary Policies"

Call for papers

Since the outbreak of the global financial crisis in 2008, monetary policy has by most standards been very accommodative in many advanced economies and constrained by the effective lower bound on interest rates. Hence, policymakers have also looked for economic remedies in the fiscal sphere, challenging the pre-crisis consensus on debt sustainability as the main fiscal goal. Among other things, this has raised concerns on issues regarding fiscal dominance and threats to central banks’ independence, both of which may constrain central banks from fulfilling their price and financial stability goals. Meanwhile, emerging markets remain even more vulnerable to fiscal shocks because of underdeveloped local financial markets, reliance on capital inflows, a high level of trade openness, and weaker institutions. How the interaction between fiscal and monetary policies affect achieving macroeconomic goals such as low and stable inflation, fiscal sustainability, financial stability, and economic growth is therefore of great concern from a policy perspective. This conference, hosted by the National Bank of Ukraine on 31 May – 1 June 2018, aims to provide academic researchers and policymakers an opportunity to discuss theoretical, empirical and practical perspectives on the interaction between fiscal and monetary policies in economies with different levels of development, trade openness and monetary regimes.

We invite working paper submissions on the broad topic of the conference. We are particularly interested in papers related to the following topics: 1) Fiscal policy when monetary policy is at the lower bound 2) Constraints on monetary and fiscal policies from fiscal sustainability concerns 3) Impact of financial stability issues on fiscal and monetary policy interaction 4) Mutual impact of fiscal and monetary policy on transmission mechanisms of each other.

Submissions

If you are interested in presenting a paper at this conference, please submit a full paper (pdf) or an extended abstract to [email protected]. The submission deadline is 31 January 2018. The authors of accepted papers will be notified by 15 February 2018.

Expenses

The organizers will cover reasonable travel and accommodation expenses for paper presenters.
