On 9 November 2017, Oleksandr Yablunivskyi takes charge as Director of Payment Systems and Innovative Development Department, being appointed based on the results of open competition for the vacancy. This is stated in the relevant order of the National Bank of Ukraine.
Roman Borysenko, Deputy Governor of the National Bank of Ukraine, expressed confidence in Mr Yablunivskyi’s consummate professionalism and impeccable business reputation.
“The National Bank of Ukraine has an ambitious goal – to build cashless economy in Ukraine. It consistently pursues a policy aimed at increasing the share of cashless payments through reduction of cash circulation and expansion of cashless settlements. The NBU considers wide impementation of cashless settlements to be a key strategic course for the Ukrainian banking system development. Responsibility, excellent business characteristics and invaluable expertise of the new Director of Payment Systems and Innovative Development Department will be beneficial for achieving the regulator’s goal. Oleksandr Yablunivskyi has been working in the market of payment services for several years, understands its specific nature, has a good grasp of modern technologies and payment systems operation, including the international ones”, – he said.
The range of responsibilities of the newly appointed director will include defining the NBU’s policy for regulation of payment and settlement systems (hereinafter - the payment systems), cashless settlements, functioning and development of the National Payment System PROSTIR, oversight over the payment systems.
“It appeals to me that the NBU is actively implementing the Cashless Economy project in Ukraine which will be undoubtfully beneficial for our country. It is a great honor for me to join the NBU’s highly professional team. I will use all my experience and gained skills to make cashless settlements safe, accessible for each customer and dominating among the settlements in Ukraine”, said Oleksandr Yablunivskyi in a comment to his appointment.
Oleksandr Yablunivskyi has more than 20 years of work experience in the banking and payment areas.
In 2017, he worked at the international payment company MasterCard Int as Director of Product Development, Fast Developing Region (Ukraine, Turkey, Georgia, Moldova, Kazakhstan, Belarus, Russia, and others); in 2012 – 2017, he held a position of Director of Product Development, Ukrainian Cluster, in product management and sales (Ukraine, Moldova, Georgia and others) at MasterCard Int. Oleksandr Yablunivskyi was also in charge of development of card and payment business lines in some Ukrainian banks (ERSTE Bank PJSC, VAB Bank PJSC, LEGBANK PJSC).
In 1994, Oleksandr Yablunivskyi graduated as a telecommunications engineer from Kyiv branch of the Popov Ukrainian State Academy of Telecommunications. He also earned his Mini MBA at Ernst and Young Business Academy and systemically improved his managerial competence at numerous professional training programs.
