Sergii Kholod takes office of Deputy Governor of the National Bank of Ukraine from 23 July 2018.
In his position he will be in charge of payment systems and cash circulation areas. His mandate is to ensure the accomplishment of the central bank’s mission through facilitating development and regulating payment and settlement systems, ensuring management of the cash circulation system, and engaging in implementation of the NBU’s internal transformations.
On 15 June 2018, the NBU Council appointed Sergii Kholod as Deputy Governor of the National Bank of Ukraine upon the submission of the NBU Governor.
After a public and transparent selection process, Sergii Kholod was chosen by the Selection Commission consisting of the NBU Board members. He successfully passed the background check.
According to the NBU Governor Yakiv Smolii, Sergii Kholod is the perfect candidate that will help the NBU to achieve the ambitious goals of developing cashless economy in Ukraine, to reboot the NBU electronic payment system, and to explore new opportunities in the cash area. "As an expert raised by the NBU, Sergii Kholod is familiar with its operations and understands its nature. He combines skills of design and development of the NBU electronic payment system with knowledge of the banking sector needs. His return to the NBU will bring a new strategic vision of innovative development of the central bank and the banking sector," – said the NBU Governor.
The Deputy Governor is an ex officio member of the NBU Board. Pursuant to the Law of Ukraine On the National Bank of Ukraine, the NBU Board consists of six members: the NBU Governor, the First Deputy Governor, and four Deputy Governors.
Curriculum Vitae
The entire career of Sergii Kholod is connected with the Ukrainian banking system. He has 27 years of work experience in the banking area, including many years of management work as deputy head and member of the board in several Ukrainian banks (Swedbank, Tascombank, VTB Bank). Moreover, Sergii Kholod was in charge of IT development in INDEX BANK (Crédit Agricole Group) and Raiffeisen Bank Ukraine (since end-2006 – OTP Bank).
Also, in 1991 – 2002 he worked at the NBU and was one of the project managers who launched and developed e-mail and the telecommunication network for the NBU electronic payment system. He started his career in the banking system as an IT specialist at Prombudbank in 1991.
Sergii Kholod has two diplomas – in economics (Kyiv National Economic University, major in Finance and Credit, economist) and in engineering (Kyiv Higher Military Aviation Engineering College, major in Avionics, radio engineer).
