Public Financial Management and Central Banking Capacity Development of Ukraine and Moldova project

Organizers: Government of Slovenia (Ministry of Foreign and European Affairs of Slovenia)

Purpose: Expand Ukraine’s and Moldova’s cooperation with CEF as part of a program to exchange knowledge and train staff. The project focuses on strengthening the capacity of Ukrainian and Moldovan public servants to manage structural reforms, prepare economic reform programs in line with European Commission recommendations, and improve knowledge in the field of central banking.

Components:

  • financing the participation of NBU employees in CEF training seminars and workshops, and making it possible to meet other requests to gain experience within the budget established for the year
  • engaging regulators from CEF partner countries to join the Banking Regulation and Supervision Community (BRS Community)
  • support for the establishment of state institutions by organizations that do training (under CEF methodology).

Products implemented for the NBU, and key events:

Component 1:

Risk Management pillar:

  • The conference Promoting Central Bank Governance, Risk Management, and Communication in a Changing Landscape was held.
  • The Risk Management and Governance in Central Banks webinar was held.

Human Resources Management (HR) pillar:

  • An NBU team visited the CEF to familiarize themselves with CEF operating principles, exchange experience on HR, international technical cooperation, and development of cooperation between institutions, and participate in the Bank Resolution workshop.
  • A meeting was held between experts on specific HR issues such as leadership and mentoring.
  • Expert advice was provided on CEF peer mentoring.
  • A webinar was held on Knowledge Management Roadmaps in Support of the Reform Agenda.

Internal Auditing pillar:

  • A series of webinars were hosted: Strengthening the Analytical Skills of Auditors; Ensuring the Quality of Internal Audit of Central Banks; Mastering Visualization Skills and Effective Reporting for Auditors; Internal Auditors Become Trusted Advisors.

NBFI Supervision pillar:

  • Webinars were organized: Introduction to the Impact Assessment Guide; and Cyber ​​Risk Oversight.

Monetary Policy pillar:

  • The webinar Using R in Data Science was conducted.

Financial Stability pillar:

  • The webinar Climate Risk Management was held.

Accounting pillar:

  • The webinar Sustainable Financing and Green Taxonomy was conducted.

Component 2:

  • Participation in BRS Community events took place.
