Annual Research Conference: Interaction of Fiscal and Monetary Policies Held on 31 May–1 June 2018

On 31 May–1 June 2018 Kyiv hosted the Annual Research Conference: Interaction of Fiscal and Monetary Policies organized by the National Bank of Ukraine (NBU) together with Narodowy Bank Polski supported by the Canada-IMF Technical Assistance Project NBU Institutional Capacity Building and the Kyiv School of Economics.

The International Conference co-organized by central banks of Poland and Ukraine gathered about 400 attendees from over a dozen countries, including representatives of 12 central banks and international organizations, leading researchers from prominent universities of Europe and the USA, and Ukrainian and global experts. The participants discussed coordination between the government and the central bank, which is a burning issue for both advanced and developing economies. Specifically, the issues considered covered the coordination of fiscal and monetary policies under conditions when monetary policy is at the lower bound and implementation of the quantitative easement policy, consequences of interest rates normalization for the public finances in advanced economies, and coordination of policies of the inflation-targeting regime under volatility of capital flows in developing countries.

Alan Auerbach, PhD in Economics and Law, Director of the Robert D. Burch Center for Tax Policy and Public Finance at the University of California, Berkeley, gave the keynote speech. He spoke on the topic of Inequality, Aging and Capital Mobility: Implications for Fiscal and Monetary Policy.

Furthermore, the following participants presented at the Conference: Koba Gvenetadze from the National Bank of Georgia, Paweł Samecki and Jerzy Osiatyński from the Narodowy Bank Polski, Jonathan Ostry from the International Monetary Fund, Jesper Lindé and Cecilia Skingsley fromSveriges Riksbank, Bill Dupor from the Federal Reserve Bank of St. Louis, Lars Svensson from Stockholm School of Economics, Kristin Forbes from the Massachusetts Institute of Technology and other acknowledged researches and practitioners.

A series of educational events were held as part of the conference:

  • First, the conference speakers gave lectures at the leading universities of Ukraine:
    • Alan Auerbach gave a public lecture for the students of the Institute of International Relations, Taras Shevchenko National University, on Economics, Politics, and International Implications of US Corporate Tax Reform: https://bit.ly/2y0ZYC6;
    • Archil Mestvirishvili, Vice President of the National Bank of Georgia, spoke before the students of Vadym Hetman Kyiv National Economic University on the issues of Inflation Targeting in Georgia: https://bit.ly/2LyoVHj;
    • Jerzy Osiatyński, Member of the Monetary Policy Council of Narodowy Bank Polski gave a public lecture for Taras Shevchenko National University under the title Fiscal, Monetary and Structural Policies under Inflation Targeting: Strictly Separated or Strictly Co-Ordinated? Two alternative views: https://bit.ly/2xUIIi0.
  • Second, the Kyiv School of Economics hosted a workshop by Dmitriy Sergeyev from Bocconi University, guest professor at University of California, Berkeley, co-researcher of the Centre for Economic Policy Research spoke on Optimal Macroprudential and Monetary Policy in a Currency Union: https://bit.ly/2JjNHhz.

Furthermore, as part of the Annual Research Conference and Ukraine Economy Week, the NBU and the Kyiv School of Economics held a Career Breakfast for 30 students from leading high schools to talk about career paths and prospects in the following three areas: research, business and state policy.

The Annual Research Conference was concluded with the public debate between the representatives of the National Bank of Ukraine and the Ministry of Finance of Ukraine on Modern Trends of Monetary and Fiscal Policies: How to Choose the Right Path for Ukraine as part of Ukraine Economy Week.
