On 17 February 2020, Oleksii Shaban was appointed Director of Payment Systems and Innovative Development Department of the National Bank of Ukraine (the NBU), based on the results of an open selection process to fill the relevant position.
The powers of the newly appointed director will include:
- definition of the NBU policy on regulation of activities of payment and settlement systems, as well as cashless settlements
- development of NPS PROSTIR
- oversight of payment systems.
Commenting on the appointment, NBU Deputy Governor Sergii Kholod emphasized that financial inclusion is one of the NBU’s priorities in pursuance of the goals of the Strategy of Ukrainian Financial Sector Development until 2025. This involves enhancing accessibility and use of financial services in Ukraine.
"In this respect, the NBU’s policy is aimed at introducing innovative cashless settlement instruments and harmonizing the playing field in the Ukrainian payment market with the best European and world practices. At the same time, payment services must be customer-oriented to the extent possible with simple and convenient access for citizens,” noted Sergii Kholod. “I am sure that Oleksii Shaban’s considerable prior experience in a bank with the most extensive payment infrastructure and a wide range of payment products will be useful for the central bank as well. His understanding of the specifics of the banking services and payment services market, as well as of the latest technologies and methods of operation of various payment systems will facilitate tackling the outlined tasks of the regulator."
Background information
Oleksii Shaban has worked at PrivatBank for over 24 years. In 2018, he was appointed to serve on PrivatBank’s Board as a member responsible for retail business. For the last three years of his stint at PrivatBank, Oleksii Shaban was in charge of retail business, and he actively introduced new card and payment products, including through remote channels.
In 1995, Oleksii Shaban graduated from the National Metallurgical Academy of Ukraine, with a major in Management of Enterprises.
