Ukraine’s Government Borrows Equivalent of Almost UAH 132 Billion through Auctions to Sell Domestic Government Debt Securities since Early 2026, and almost UAH 2,158 Billion Total since Martial Law Was Imposed

According to the NBU Depository, in January-February 2026, the government of Ukraine raised UAH 118,298.9 million, USD 200.8 million, and EUR 92.0 million from offering domestic government debt securities through auctions and allocated UAH 69,445.2 million and USD 450.0 million for redemption of domestic government debt securities.

In total, from the onset of russia’s full-scale invasion of Ukraine through 28 February 2026, Ukraine’s government raised UAH 1,600,414.6 million, USD 10,992.1 million, and EUR 3,339.2 million through primary auctions and allocated UAH 1,064,599.4 million, USD 11,945.3 million, and EUR 2,921.4 million to redeem domestic government debt securities.

Effective operation of the domestic debt market has been achieved through coordinated efforts by the Government and the National Bank of Ukraine.

Specifically, in 2025, the Ministry of Finance of Ukraine was given more flexibility to provide funding to improve the effectiveness of domestic public debt management: The NBU has ensured settlements for the new type of domestic government debt securities placement: through auctions to place domestic government debt securities with simultaneous exchange for outstanding domestic government debt securities of another issue. 

For its part, the government is offering market-based interest rates on domestic government debt securities. Specifically, in February, the maximum yield on domestic government debt securities offered at auctions was 17.00% per annum for hryvnia-denominated bonds,  3.85% per annum for U.S. dollar-denominated bonds, and 3.25% per annum for euro-denominated bonds.

As at 1 March 2026, legal persons’ portfolio of domestic government debt securities made an equivalent of UAH 1,204.2 billion in total. Currency distribution of the portfolio:

  • UAH 1,111,168.23 million
  • USD 1,308.92 million
  • EUR 719.40 million.

As at 1 March 2026, individuals’ portfolio of domestic government debt securities made an equivalent of UAH 123.0 billion in total. Currency distribution of the portfolio:

  • UAH 79,444.78 million
  • USD 850.63 million
  • EUR 135.15 million.

Non-residents held an equivalent of UAH 16.2 billion in domestic government debt securities as of 1 March 2026. Currency distribution of the portfolio:

  • UAH 15,242.66 million
  • USD 11.43 million
  • EUR 10.00 million.

Below are the NBU Depository’s detailed statistics on war bonds offered through auctions

As before, primary dealers – the banks – hold the largest portfolio of war bonds as of 1 March 2026.

The portfolio of war bonds owned by legal persons (excluding banks) was equivalent to UAH 101.4 billion, as of 1 March 2026, as compared with UAH 122.0 billion as of 1 March 2025.

Currency distribution of the war bonds portfolio held by business entities:

  • UAH 76,695.0 million or 27.2% of the total value of hryvnia-denominated war bonds
  • USD 371.1 million or 19.3% of the total value of U.S. dollar-denominated war bonds
  • EUR 171.2 million or 22.0% of the total value of euro-denominated war bonds.

The portfolio of war bonds owned by individuals was equivalent to UAH 80.4 billion, as of 1 March 2026, as compared with UAH 68.9 billion as of 1 March 2025.

Currency distribution of the war bonds portfolio held by individuals:  

  • UAH 42,107.3 million or 14.9% of the total value of hryvnia-denominated war bonds
  • USD 757.5 million or 39.4% of the total value of U.S. dollar-denominated war bonds
  • EUR 110.1 million or 14.2% of the total value of euro-denominated war bonds.

As of 1 March 2026, non-residents held UAH 4,856.3 million, USD 10.2 million, and EUR 10.0 million in war bonds.

In February 2026, the Ministry of Finance redeemed UAH 14,884.9 million of hryvnia war bonds and USD 450 million of U.S. dollar war bonds.
