NBU cancelled registration of "WebMoney.UA"

National Bank of Ukraine cancelled the registration of domestic settlement system "WebMoney.UA".

The corresponding decision was adopted in connection with the application of personal special restrictive measures (sanctions) to the payment organization of the internal domestic payment system "WebMoney.UA" (subsidiary enterprise "Financial Company Elmi") pursuant to Decision of the National Security and Defense Council of Ukraine On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)dated 2 May 2018, which was enacted by Decree of the President of Ukraine No. 126/2018 dated 14 May 2018.  

In addition to canceling the registration of "WebMoney.UA", taking into account the sanctions applied by the National Security and Defense Council of Ukraine, the NBU also approved the decision to:

  • revoke (cancel) the license for transferring funds in the national currency without opening an account issued to the state enterprise ""FU" VM-Factor";
  • cancel the registration of the state enterprise ""FU" VM-Factor" as a participant of payment systems;
  • cancel the registration of internal domestic settlement system "WebMoney.UA".
  • cancel the registration of Paymaster LLC as payment infrastructure services operator.

The NBU Committee on Banking Supervision and Regulation, Payment System Oversight has issued a decision to this effect No. 136 dated 25 May 2018.

For reference

The rules of the internal domestic payment system "WebMoney.UA" provided for only financial instruments settlements.

According to the results of 2017, the share of "WebMoney.UA" in the market of domestic transfers carried out using payment systems (except for SEP and card payment systems) amounted to 0.2%, according to the results of Q1 2018 - 0.08%.
