NBU Establishes Centre for Responses to Cyber Security Incidents within Banking System and Payments Area of Ukraine

Representatives of the banking community discussed further cooperation within framework of ensuring cyber security of Ukraine on 4 October 2016 during round table “Cyber Security of Banking System”.

Specialists from the NBU and the Independent Association of the Banks of Ukraine participated in the event chaired by Mr Yakiv Smolii, Deputy Governor of the NBU. Representatives of the Cyber Police of Ukraine, the Security Service of Ukraine, State Service of Special Communication and Information Protection of Ukraine were also invited. 

During round table, participants focused on urgent issues of cyber security development and information security within banking system of Ukraine.

According to the international experience, the majority of cyber security incidents of critical information infrastructures are registered particularly in financial sector.

Mr Yakiv Smolii, Dputy Governor of the NBU, reminded that the Cyber Security Strategy of Ukraine, according to which the NBU is responsible for formation of requirements regarding protection of critical infrastructure within banking area, was approved by Presidential Decree.

“The NBU always was paying special attention to fraud protection of banking infrastructure. However, before our efforts were focused on separate transactions such as interbank settlements or payment card transactions, - noted Mr Yakiv Smolii. - Currently, we should consider the problem of proper cyber security more widely and concentrate on ensuring cyber security of the whole financial and banking sector.”

NBU representatives made present familiar with developed by regulator project on establishment of Centre for Responses to Cyber Security Incidents within Banking System and Payments Area of Ukraine; the information portal of the centre shall ensure prompt and safe interaction between Ukrainian banks, law enforcement authorities and teams for response to computer incidents of subjects  ensuring cyber security of Ukraine.

According to plans of the NBU, centralized information for all subjects regarding fraud incidents and coordination of counteraction shall be carried out through this single platform.

During active discussion, participants communicated on the ways of organization and ensuring cyber security, information security, information protection within banking system and payments area of Ukraine.

It was decided to intensity common effort regarding development and establishment of innovative information and technical solutions to ensure cyber security and information protection within Ukrainian banking system.
