Starting from July 2017, the National Bank of Ukraine launches a specially created division that will take care of servicing financial institutions, it will be the only service center.
"This is a revolution for the central bank and a significant step towards market participants. We prove our transparency and affiliation with the participants of the financial market not only by words but by actions. We are becoming client oriented, even the project for establishment of the Financial Institutions Servicing Division is called “NBU Single Service Center for Market Participants," said Mr Roman Borysenko, Deputy Governor of the National Bank of Ukraine.
According to him, after the opening of this division access of banks and non-banking financial institutions to regulator’s services will become unified and more convenient.
"The division will become “single point of entry” for the appeals of financial institutions. Their service will be based on unified guidelines and market principles,” Mr Roman Borysenko noted.
The active stage of the project was launched at the end of last year. As part of the project, we studied experience of servicing market participants in other central banks of the world, in particular, of Lithuania and Germany.
The newly created Division, which is part of the Operational Department of the NBU, will provide banks and non-banking financial institutions with the following services:
verification of completeness of the documents submitted by the bank / non-banking financial institution, the powers of the signatories;
conclusion of standard agreements, master agreements and their support (amendments, etc.);
correspondence, informing on the connection to the services/acceptance of the request, status of the request;
advising on the services provided by the NBU and joining the Single Agreement for the provision of Banking Services;
coordination of activities of the NBU regarding the provision of services in accordance with the Single Agreement for the provision of Banking Services.
At the same time, the Division shall support the following operations:
- operations on the interbank market and the stock market of Ukraine
- placement of certificates of deposit
- Bank ID services
- Connection to the SEP
- NPS PROSTIR ’s information services
- connection to the e-payments system
- services of the NBU Certification Authority
- using means of data protection
- depository institutions servicing (banks and non-banking financial institutions) by the NBU Depository
- refinancing operations (overnight loans, refinancing loans)
- direct repo transactions.
"To form the list of services of the new division of the National Bank we carried out an enormous analytical work. Such a decision will significantly increase the speed and quality of services and will level-up the interaction of the NBU with the market participants. Thus, the next steps in the development of services to financial institutions will be an increase in e-document management, standardization of processes and their automation", - said the Deputy Governor of the NBU.
At the same time, the start of the work of financial institutions servicing division does not include the signing of additional documents with financial institutions.
"In June, the Division began its work in a pilot mode. Now, employees are already adjusting all processes and will soon be ready to start fruitful cooperation with the market. In order to improve these services, we will be open to proposals and remarks, so we will be grateful for the feedback from the banks ", - said the Director of the Operational Department of the NBU Mr Serhii Podik.
