As part of the transformation project and in an effort to improve the quality of management decision-making, the National Bank of Ukraine is involved in vigorous efforts to carry out analysis and internal process reengineering.
The public procurement process was one of the processes whose framework for transformation was discussed at the meeting of the Board of the National Bank of Ukraine held in late August 2015.
As Deputy Governor of the National Bank of Ukraine explained, the core principles underlying a Framework for reorganization of the procurement process are as follows: improved process efficiency and governance, transparency, ethics and simplicity.
“When working on the transformation plan, we primarily aimed at establishing efficient, transparent, centralized and controlled procurement arrangements. Our procurement concept is based on adhering to ethical standards and ensuring economic feasibility of procurements, – said Vladyslav Rashkovan. – Special attention is given to e-procurements and so-called “green” procurements in the context of sustainable use of natural resources and environmental protection.
The National Bank of Ukraine contributes to the public procurement reform process within the limits of its competence. The Framework is available on the NBU’s website. “Hopefully, other public authorities in the capital and other regions will find our experience useful,” added Vladyslav Rashkovan.
