In compliance with Decision No. 45 issued by the NBU’s Committee on Banking Regulation and Supervision and Oversight of Payment Systems (hereinafter the Committee) of 4 February 2016, the National Bank of Ukraine has removed the domestic payment system“24NONSTOP” from the Register of Payment Systems, Settlement Systems, Participants of These Systems and Payment Infrastructure Service Providers (hereinafter the Register). This decision was made by the Committee due to this payment system’s failure to comply with Committee’s Decision No. 651 of 30 December 2015 requiring this payment system to terminate funds transfer transactions performed through the domestic payment system 24NONSTOP run by IT Finance LLC payment institution.
The NBU has applied this enforcement measure against 24NONSTOP in accordance with paragraph 41.6 of Article 41 of the Law of Ukraine “On Payment Systems and Money Transfer in Ukraine”.
In view of the decision to the domestic payment system“24NONSTOP” from the Register and pursuant to the requirements of Section VІІІ of the Regulation On the Procedure of Registration of Payment Systems, Payment System Participants and Operators, approved by NBU Board Resolution No. 43 of 4 February 2014, 2014, the following participants shall be deristered (their registration shall be cancelled):
- TRIOLAN.MONEY LLC;
- NSP LLC;
- FINANCIAL COMPANY “PHOENIX” LLC;
- European Payment system LLC;
- FINANCIAL COMPANY “Alliance” LLC;
- UKRFINSTANDARD LLC;
- FINANCIAL COMPANY VAP-CAPITAL LLC;
- FINANCIAL COMPANY “VM-FACTOR” LLC;
- FIRST UKRAINIAN PAYMENT SYSTEM LLC.
The NBU underlines that pursuant to paragraph 9.3 of Article 9 of the Law of Ukraine “On Payment Systems and Funds Transfer in Ukraine” , payment institutions, participants in payment systems and payment infrastructure service providers shall have the right to operate in Ukraine only after information about them is entered into the Register.
