First e-auction held by the National Bank proves successful

For the first time, the National bank of Ukraine has procured goods via an e-auction.

A TV set and a  projector  intended for educational purposes, which are priced at UAH 9,580 and UAH 23,900 respectively, have been procured to be used for staff training activities at the National Bank of Ukraine. The cost-saving effect stood at 20.17% and 20.33% respectively versus the estimated procurement costs.

The auction was conducted through an electronic platform (e-platform) operated by Prom.ua on April 9, 2015.  (The procurement announcement was posted by the National Bank on March 31, 2015).

After all the e-procurement procedures were met, the first e-auction was deemed completed.

 Among the main advantages of e-auctions, the following are worth mentioning: cost saving benefits, transparency and simplicity of procurement procedure, an anti-corruption instrument due to the elimination of the subjective factor and the creation of a highly competitive environment for making procurements, shortening the timeframe for the procurement process, stronger public control over public procurements.

We would like to announce that today, on April 16, 2015, e-auctions for the procurement of a high-intensity discharge lamp and an incandescent lamp priced at UAH 30 thousand will be held.

It should be noted that on April 8, 2015 the procurement advertisement for office supplies worth UAH 119.8 thousand has been posted on this electronic platform. The e-procurement tender date will be selected after the end of revision period.

Deputy Governor of the National Bank of Ukraine Vladyslav Rashkovan said the procurement system reform is part of the NBU internal reform, which is scheduled to be completed by the end of the year.

"However, the launch of e-procurement is only one of the measures included in the reform agenda.

The National Bank of Ukraine intends to make all the bank's procurements of standardized goods up to the amount of UAH 100 thousand by using e-procurement technologies. To this end, the National Bank of Ukraine has set up the E-trading Division, – said Vladyslav Rashkovan. – One of the first reform steps is to centralize the procurement function, consolidate and streamline the internal regulatory framework, eliminate non-core functions and discontinue procurements related thereto, enhance the transparency of communication policy in the area of procurements. I hope that with the appointment of Yuliia Myronenko as head of the Procurements Division, the procurement process reform will gain momentum". 

As a side note, since December 23, 2014, the National Bank of Ukraine together with other reform promoters pushing reforms in the area of public e-procurements has participated in the pilot project to adopt the electronic public procurement system. The first stage of the pilot project, during which e-platforms were tested, ran until February 2015. In the second stage of the project, now underway, PROZORRO, the national electronic public procurement system was put into operation. This system is designed for handling "sub-threshold" procurements in an amount of up UAH 100 thousand (excluding VAT). Further expansion of the scope of use of electronic public procurements is conditional on amending the Law of Ukraine On Public Procurements and creating the appropriate legislative environment. The e-procurement procedures at the National Bank of Ukraine are regulated by NBU Board Resolution No 191, dated March 19, 2015 On Launching E-procurement System.
