The Board of the National Payment System “Ukrainian Payment Area PROSTIR” (hereinafter – NPS PROSTIR) held an extended meeting on 27 September 2016. The meeting brought together representatives of NBU’s relevant departments, payment system member banks and processing centers that ensure the delivery of NPS PROSTIR’s products.
The meeting was opened by NBU Deputy Governor Mr Yakiv Smolii. In his welcome remarks to the meeting participants, Mr Smolii said: “As part of the Cashless economy project, the NBU facilitates the implementation of state-of-the-art cashless payment solutions, establishes a regulatory framework for the efficient and secure operation of payment systems in Ukraine. An important element of this project is the development and expansion of NPS PROSTIR capabilities”.
During the meeting, representatives of the NBU Payment Systems and Innovative Development Department highlighted NPS PROSTIR’s key achievements in 2016, including regulatory changes and technological advancements.
The meeting participants also had an opportunity to discuss cooperation with NPS PROSTIR and identify common development paths.
The revised pricing policy set by the national payment system in terms of simplification and charging a single fee for processing payment card transactions were at the top of the meeting agenda. Director of the NBU Payment Systems and Innovative Development Department Mr Serhii Shatskyi highlighted that member banks would benefit from cost advantages given the recent changes and encouraged them to step up the issuance of NPS PROSTIR payment cards. At the same time, Mr Shatskyi pointed out that NBU experts stand ready to provide consulting assistance in this regard.
The meeting participants also discussed recent changes to NBU regulations related to the oversight of payment systems and the rules governing e-payments. The meeting deliberated in detail on the proposed changes to the Law of Ukraine On Payment Systems and Money Transfer in Ukraine.
