On 7 October 2022, President Zelenskyy nominated Andriy Pyshnyy to head the National Bank of Ukraine, and the Verkhovna Rada of Ukraine supported this nomination, appointing him NBU Governor.
The respective resolution of the Verkhovna Rada garnered the support of 290 MPs.
This makes Andriy Pyshnyy the 12th Governor to lead the Ukrainian central bank since the country’s independence.
“I am grateful to the President of Ukraine and the Verkhovna Rada for their trust and the opportunity to head this powerful state institution and its professional team. The number of challenges facing our country, economy, and financial and banking sectors is unprecedented. Eight months into russia’s full-scale war against Ukraine, not only has the Ukrainian banking system endured, but also it has been working in a smooth, uninterrupted manner. I believe it is necessary to give credit to these efforts and continue to safeguard and improve the banking system’s operation. Both under conditions of war and in peacetime. Both domestically and on a global scale.
As Governor of the NBU, I will prioritize ensuring that the central bank remains an independent regulator with strong institutional capacity. The NBU is an authority that plays a vital role in guaranteeing macroeconomic and financial stability,” NBU Governor Andriy Pyshnyy said in a comment about his appointment.
As previously reported, the Verkhovna Rada on 6 October 2022 relieved Kyrylo Shevchenko of his duties as NBU Governor after he submitted his letter of resignation to the President of Ukraine on 4 October 2022.
Andriy Pyshnyy has been working in finance for more than 16 years.
In 2000, he embarked on his banking career as Head of the Legal Support Department at Oschadbank JSC. Between 2003 and 2007, he served on Oschadbank’s Board as a Member, First Deputy Chairman, and Acting Chairman. Since April 2007, Mr Pyshnyy has continued to develop the Ukrainian financial sector as First Deputy Chairman of the Board at Ukreximbank JSC, and later as a Member of the Supervisory Board of Ukreximbank JSC and Oschadbank JSC.
From March 2014 to November 2020, he served as Chairman of the Board of Oschadbank JSC.
In 2012, Andriy Pyshnyy was elected a Verkhovna Rada MP and First Deputy Head of the Parliamentary Committee on Rules of Procedure, Parliamentary Ethics, and Administration of Verkhovna Rada's Work. In 2009–2012, he was Director of Social Strategy Fund LLC.
Between August 2007 and June 2009, Andriy Pyshnyy served as Deputy Secretary of the National Security and Defense Council of Ukraine.
Andriy Pyshnyy started his career in 1996 as a Teaching Assistant in the Department of Constitutional, Administrative, and Financial Law at Yuriy Fedkovych Chernivtsi National University.
He graduated Chernivtsi National University with a degree in law, and the NBU Ukrainian Academy of Banking with a degree in banking.
In 2008, Andriy Pyshnyy earned his PhD in Law from the Legislation Institute of the Verkhovna Rada of Ukraine (Kyiv).
