NBU BankID System Identifications Increased by a Third in 2023

In 2023, the NBU BankID system continued to operate smoothly and serve users as a convenient instrument for remote identification and verification to access a wide range of remote services in Ukraine.

Expanding the range of remote services in the public and financial sectors increased the number of system participants. Specifically, 21 new service providers connected to the NBU BankID System in 2023, whereof 18 are commercial institutions and three are nonprofit organizations.

As of 1 January 2024, 135 subscribers were connected to the System, including 38 identifying banks, and 97 service providers.

In 2023, banks, nonbank financial institutions, insurance companies, mobile operators, and government agencies actively used the NBU BankID System. In particular, it was one of the main tools for authenticating citizens in the Diia mobile application.

Thanks to the NBU BankID System, companies have more ways for attracting new customers and serving current customers through remote channels.

"We have seen an increase in demand for the use of the NBU BankID System in both public services and the financial sector. For example, the system became of use for Ukrainian citizens who left abroad and require consular services. Consular Offices of Ukraine together with the Ministry of Foreign Affairs launched remote services using state identification services including the NBU BankID System. At the same time, the revival of the microcredit market led to a significant increase in identifications in favor of nonbank financial institutions," said Olha Vasylieva, Deputy Director of the Payment Systems and Innovative Development Department of the NBU.

In 2023, the NBU BankID System performed 42.9 million successful electronic identifications. This is an increase by 31%, or by 10.1 million electronic identifications, in contrast to last year, confirming the growing demand for the System services. In particular, last year, the number of successful electronic identifications:

  • of commercial subscribers increased by 36% to 4.3 million identifications, a 1.1 million increase comparing to 2022. Amongst commercial service categories, users favored financial services (more than 4 million identifications) and mobile services (264,000 identifications)
  •  of noncommercial subscribers increased by 30% to 38.65 million identifications, up 9 million from 2022. The largest number of identifications were made on government portals, including 12.3 million for signing petitions and appeals to state and local authorities.

Please be reminded that new requirements regarding multifactor user authentication by identifying banks will come into force on 1 March 2024. Using two or more authentication factors that must each belong to a different category (knowledge, possession, inherence) and be independent of each other will make it impossible to compromise them simultaneously. This will strengthen security and minimize risks of compromising access to user identification data and further unauthorized origination of a remote identification request in the System.
