Banks identified as critical infrastructure entities in the banking system of Ukraine have been listed

The NBU made a first ever list of critical infrastructure entities in the banking system of Ukraine.

The Law of Ukraine On the Basic Principles of Cybersecurity in Ukraine endows the NBU with such powers.

Critical infrastructure objects in the banking system of Ukraine include banks, whose sustainable operation ensures stability of the banking system, plays a significant role in the economy, the state security, and the proper functioning of the society, as well as banks that present a significant public interest.  Specifically, these are the banks included into the list of systemically important banks * and banks in which the government owns more than 75% of authorized capital, directly or otherwise.

Following these criteria, the NBU made a list of critical infrastructure entities in the banking system of Ukraine **:

  • National Bank of Ukraine
  • UKRGASBANK JSB
  • Pivdennyi Bank JSC
  • CB PrivatBank JSC
  • A-BANK JSC 
  • ALFA-BANK JSC
  • OTP BANK JSC
  • Oschadbank JSC
  • FUIB JSC
  • Raiffeisen Bank Aval JSC
  • TASCOMBANK JSC
  • Ukreximbank JSC
  • UKRSIBBANK JSС
  • UNIVERSAL BANK JSC

For your information, criteria and procedure for attributing banks of Ukraine to critical infrastructure objects in the Ukrainian banking system are specified in NBU Board Resolution No. 151 On Approval of the Regulation on Identifying Critical Infrastructure Entities in the Banking System of Ukraine dated 30 November 2020.

In addition, this resolution defines the NBU’s procedure for maintaining a list of critical infrastructure objects in the banking system of Ukraine as well as lists of critical information infrastructure objects in banks, scope of information required for maintaining a register of critical information infrastructure objects and the procedure for its submission by banks.
