On 29 December 2025, Igor Luzhanskyy was appointed as Director of the Strategy and Development Department of the National Bank of Ukraine.
His responsibility in this capacity includes:
- developing/updating the Strategy of Ukrainian Financial Sector Development, including the coordination of its implementation, including jointly with other regulators, ministries, and agencies
- developing/updating the NBU Strategy; organizing and monitoring its implementation
- providing analytical and organizational support to the Financial Development Committee at the Financial Stability Council
- coordinating with stakeholders and approving the NBU’s position as a participant of other interagency strategic documents
- setting up and developing the strategic analysis and planning function at the NBU
- developing the operational planning system at the NBU, in particular synchronizing with other managerial systems
- strategic management of the NBU’s development in line with current priority challenges
- developing strategic projects and initiatives; managing the NBU’s project portfolio, etc.
- establishing and developing business analysis, process, and project management systems at the NBU
- coordinating and ensuring the improvement of the quality of corporate governance at the NBU
- developing innovations, implementing artificial intelligence, working on corporate social responsibility issues and introducing ESG principles at the NBU, etc.
The NBU Strategy and Development Department is part of the General reporting line, which is supervised by NBU Governor Andriy Pyshnyy.
“Igor Luzhanskyy’s experience as a volunteer, war veteran, leader, and commander has shaped his expertise, which centers on human dignity, trust, and responsibility for a shared outcome. It is important, even fundamental, for us that this experience is transformed into an inclusive managerial and strategic approach, with a deep understanding of veterans’ needs, respect for diversity, and willingness to create equal opportunities in the financial system for every citizen. I hope that his leadership will enable us not only to develop such a strategic vision but also to effectively implement the necessary changes,” said Andriy Pyshnyy.
The NBU Governor added that the newly appointed Director of the Strategy and Development Department will focus primarily on enhancing the effectiveness of the NBU’s mission and strategic objectives, developing strategic analysis functions, planning and managing projects and processes, and the systematic implementation of inclusion principles, particularly regarding the reintegration of veterans, ensuring equal opportunities, and a people-centered approach as an integral part of the strategic transformations of the regulator and the financial sector as a whole.
Igor Luzhanskyy is a seasoned expert in technology and innovation with over 19 years of experience in successfully implementing projects at startups and international corporations (DTEK, SABMiller, British American Tobacco), and in the defense sector.
Prior to joining the NBU, he served in the Armed Forces of Ukraine from 2022 to 2025. In particular, at the start of the full-scale invasion, Igor Luzhanskyy volunteered for the Territorial Defense Forces as a battalion logistics chief, served as a platoon commander in the 3rd Separate Assault Brigade, and concluded his service as a company commander in the Nemesis brigade of Unmanned Systems Forces of the Armed Forces of Ukraine.
From 2014 to 2022, he was a co-owner and manager of several technology companies (42flows.tech, Chatbots.studio, Neadevis). From 2012 to 2014, he worked as head of the Management Systems Development Department at DTEK, and from 2010 to 2012, as IT Director at SABMiller. From 2005 to 2010, he was a project manager and business analyst (Luxoft, British American Tobacco).
Igor Luzhanskyy graduated from Oles Honchar Dnipropetrovsk National University in 2005 with a degree in Computer Systems and Networks. He holds a Ph.D. in Technology Management (with honors), which he earned while serving in the defense forces.
