NBU Designates Heads of Legal Department, Communications Department, and Strategy and Development Department

The NBU Board on 8 September 2020 identified the winners of a competitive selection to fill the positions of directors of three departments directly subordinated to NBU Governor Kyrylo Shevchenko.

Commenting on the selection results, NBU Governor Kyrylo Shevchenko noted, "We at the NBU are putting together a team of highly qualified and experienced professionals able to implement large-scale projects and to complete ambitious plans. I am sure that each of the incoming department heads is an expert in his/her field and has the necessary experience and knowledge to develop their lines of business further.  I express my congratulations to all of them and wish them fruitful work for the benefit of the NBU."

Halyna Kalachova will head the Communications Department

The incoming Director of the Communications Department will be in charge of:

  • running, coordinating, and developing the NBU’s mass media communication system
  • managing and developing the central bank’s system of information channels
  • coordinating and implementing educational activities aimed at raising financial culture and awareness among Ukraine’s public.

Halyna Kalachova has been working in the NBU since August 2020 as Head of Strategic Communications and Acting Director of the Communications Department.

Before her engagement with the NBU, she worked for almost 11 years in the leading business and financial media. In particular, from 2007 to 2020, she worked at the information and analytics platform VoxUkraine (head of the project Budget Watchdog and editor of the project VoxConnector). Between 2014 and 2020, she was Deputy Chief Editor of the periodical Ekonomichna Pravda (Economic Truth).

In 2009–2014, Halyna Kalachova also was a correspondent at the journals Expert Ukraina (Ukraine Expert) and Economicheskiye Izvestiya (Economic News). She has teaching experience, which she gained while teaching educational programs at the Centre for Excellence in Economic Journalism at Kyiv School of Economics (KSE).

Vladyslav Bednenko will be appointed Director of the Legal Department

The incoming Director of the Legal Department will be in charge of:

  • developing and implementing the overall legal policy at the NBU
  • providing legal support to safeguard the NBU’s rights and legitimate interests, and organizing and coordinating litigations
  • identifying a methodological framework for developing the regulator’s regulations and administrative documents.

Vladyslav Bednenko has been working in the NBU for over 20 years. In November 2007, he was appointed Deputy Director of the Legal Department and head of an office that provides legal support to banking supervision and capital markets at the NBU’s Legal Department.

Vladyslav Bednenko has extensive experience working in other public authorities (including the Ministry of Justice and the Ministry of Interior), as well as in the banking and private sectors.

Arsen Makarchuk will take over the Strategy and Development Department

The incoming Director of the Strategy and Development Department will be in charge of:

  • developing strategic analysis and planning in the NBU
  • developing, updating, and monitoring the implementation of the NBU Strategy, and supporting the implementation of other strategic documents
  • developing the regulator’s project management system, business analysis, and the process management system.

Arsen Makarchuk has been working in the NBU since June 2015. He is closely familiar with the specifics of the Strategy and Development Department’s work, as he started his career in the NBU as a Project and Program Manager at the Office for Strategy and Banking System Reform, which evolved into what is now the Strategy and Development Department.

Later on, Arsen Makarchuk was Assistant to the NBU Governor (2016–2018) and Head of the NBU Board Office (2018–2020). Before he came to the NBU, Arsen Makarchuk had worked for five years in Ukrsotsbank PJSC.
