The "External sector statistics" webpage contains data on the balance of payments, international investment position, and external debt statistics, as well as data on international reserves and foreign exchange rates.

 

The legal basis for compiling and disseminating external sector statistics is as follows: the Law of Ukraine on the National Bank of Ukraine, the IMF’s Special Data Dissemination Standard and the IMF's Articles of Agreement.

 

Balance of Payments

 

The Balance of payments is the statistical statement that systematically summarizes the economic transactions occurring between residents and nonresidents over a specific period of time.

 

The balance of payments data are released on a quarterly basis on the 75-80th day after the period under review. The data covering the previous periods can be revised every quarter prompted by quarterly data revisions, or as a result of methodological changes and the emergence of fresh data sources, etc. Annual data are final nine months after the end of the year under review.

 

Monthly data are published on the 25-30th day after the end of the reporting month compiled with less detail than quarterly data. Following the publication of the quarterly data, monthly balance payments data are revised to be aligned with quarterly data.

 

 International Investment Position

 

The International investment Position is the statistical statement that shows the value and composition of the stock of the country's financial assets and liabilities at a particular point in time

 

The International investment Position is released on a quarterly basis on the 85 – 90th day after the period under review. The International investment Position assessment might be revised within two years after the first publication with notes explaining the changes provided.

 

External Debt

 

Statistics of the gross external debt of Ukraine are compiled in accordance with the international standards set out in the IMF's: External Debt Statistics: Guide for Compilers and Users (2013) and the Balance of Payments and International Investment Position Manual (sixth edition, 2009).

 

The conceptual framework for the external debt statistics is consistent with the System of National Accounts, the Government Finance Statistics Manual and the Monetary and Financial Statistics Manual (IMF, 2000).

 

The gross external debt statistics are compiled on a quarterly basis. The first publication of data contains preliminary data that can be revised within the next two quarters, and only five months after the first publication data are deemed final.

 

International reserves

 

The concept of international reserves complies with the recommendations set out the sixth edition of the Balance of Payments and International Investment Position Manual (BPM6, 2009) and recommendations set out in the International Reserves and Foreign Currency Liquidity: Guidelines for a Data Template (IMF, 2013)

 

The international reserves refer to the country's liquid financial assets recognized by the international community as international that are recorded in the balance sheet of the National Bank of Ukraine. The international reserves are controlled by the National Bank of Ukraine.

 

The international assets held by the National Bank of Ukraine are liquid financial assets that can be used immediately to intervene in the foreign exchange market in order to maintain the hryvnia stability.

 

 

Exchange Rates

 

The National Bank of Ukraine sets the official exchange rate of hryvnia versus hard currencies and the currencies of the countries being main external economic partners of Ukraine, as well as versus other foreign currencies and special drawing rights (SDR).

 

The official hryvnia exchange rate against foreign currencies refers to the rate of the national monetary unit, the hryvnia, officially set by the National Bank of Ukraine versus each of foreign currencies. It is set as average weighted exchange rate of sellers and buyers that is recorded on the current working day based on the data from the National Bank of Ukraine’s Agreement Confirmation System for the Interbank Foreign Exchange Market of Ukraine as well as other indicators.

 

The official hryvnia exchange rate against foreign currencies is set without an obligation to perform purchase and sale exchange transactions. It is used by residents and non-residents in accounting foreign currency transactions, accounting and statistical reports of the National Bank of Ukraine.

 

The exchange rate indicates the quantity of national currency units (Hryvnia) in the units of a foreign currency.

 

The official hryvnia exchange rate is calculated: against USD, EURO and other hard currencies widely used for payments in international transactions and traded in the main foreign exchange markets of the world; against hard currencies restrictedly used for payments in international transactions and not traded in the main foreign exchange markets of the world; against soft currencies.

 

The average exchange rate of hryvnia is determined on a monthly, quarterly and an annual basis.

 

Data sources for determining the official hryvnia exchange rate against foreign currencies are as follows: data provided by the European Central Bank on fixing of the current cross rates against the EURO; data provided the IMF Finance Department on the SDR exchange rate against the hryvnia (or the US dollar); data provided by central banks of other countries on exchange rates of national currencies against the US dollar; data on the current cross rates of the relevant currencies against the US dollar in international foreign exchange markets.
